He served five presidents—as secretary of war under President Taft 1911–13, as governor-general of the Philippines under President Coolidge 1927–29, as secretary of state under President Hoover 1929–33, as secretary of war under President Franklin D. Roosevelt 1940–45, and as chief adviser on atomic policy under Presidents Roosevelt and Truman.
