Balfour, Arthur James

Pronunciation: /ˈbalˌfôr/
1st Earl of Balfour (1848–1930), British statesman; prime minister 1902–05. In 1917, as foreign secretary, he issued the Balfour Declaration that favored a Jewish national home in Palestine.
